When the wind blows in one Shanghai suburb, residents can smell the stench rising from a towering garbage dump, feared to be so harmful it can make people vomit and cause birth defects.
Now residents of Songjiang district are raising a stink about the future of the landfill, one of a series of recent protests across China as people hold the government more accountable for health and environmental problems.
"All the garbage in Songjiang comes here," said Chen Chunhui, who grew up nearby.
"This is a residential district, so people are making a fuss. They say if you smell it, your baby will be a freak."
Hundreds took to the streets in late May and dozens again in early June to oppose the landfill and a planned garbage incinerator, which officials had proposed to solve the festering problem.
The May protest is believed to be Shanghai's largest since 2008, when hundreds marched against an extension of the city's high-speed "maglev" train line, prompting the government to suspend the project indefinitely.
The Songjiang protesters -- who are largely young, educated and not necessarily Shanghai natives -- claim the incinerator would spew dangerous toxins and slammed the local government's lack of transparency on the project.
"Oppose the incinerator, protect our homes," said one protester wearing a surgical mask to show the potential harm at the June demonstration, which took place under the watchful eyes of nearly 100 police.
Government officials announced in May that Songjiang would build the 250-million-yuan ($40-million) incinerator on its current landfill site as the population swells.
But residents claim the incinerator could affect the health of hundreds of thousands of people and call for moving the landfill, which towers up to 17 metres (19 yards) and covers an area the size of a football field.
Environmental pollution and perceived health threats are sparking protests elsewhere in China, helped by social media which allows organisers to publicise their causes and rally others despite tight control in the one-party state.
Last year, thousands of protestors halted production at a polluting solar panel factory in the eastern city of Haining, while residents of the northeastern city of Dalian stopped a planned petrochemical plant.
Earlier this month in the southwestern province of Sichuan, hundreds of protestors clashed with police over a planned metals plant in Shifang city and forced the project to be scrapped.
"This nascent urban middle class is increasingly unwilling to accept perceived threats to their quality of life, so you are having a greater tendency for people to take to the streets," said Phelim Kine, senior Asia researcher at New York-based Human Rights Watch.
China had an estimated 180,000 protests -- or "mass incidents" -- in 2010 and the numbers have risen steadily since the 1990s, according to estimates by sociology professor Sun Liping of Tsinghua University in Beijing.
But the government has grown more sophisticated in handling them since the 1989 Tiananmen Square crackdown, when soldiers fired on protestors, Kine said.
"They have made the calculation that it is better to allow people a measure of active, public protest as a way to let people blow off steam," Kine said.
However, the government still targets protest leaders, seeking to dissuade them using soft and hard tactics, he added.
In the Songjiang case, Shanghai authorities have allowed the protests to take place, amid a massive police presence, but have not sought to clear away demonstrators with mass detentions.
In the May demonstration, police blocked protestors from marching to the nearby university district, fearing greater student participation.
In the smaller June protest, organisers held a dialogue with authorities, which allowed the demonstration to take place as long as it remained orderly.
But the local authorities have not yet given any signal of giving in to the protesters.
"Trust us, we will be spending so much money that there's no reason for us not to make sure it operates properly and safely," Xu Qiyong, an official of Songjiang's sanitation bureau, told the state-backed Global Times newspaper.
But trust remains an issue. "There is no transparency. There is no confidence in the government," one protester said.

SAN FRANCISCO (AP) ? San Francisco, the city that regulated Happy Meal toys and banned plastic grocery bags, has a new target in its health-conscious, eco-friendly crosshairs: plastic water bottles.
City officials are considering an ordinance that would require owners of new and renovated buildings with water fountains to install special bottle-filling taps. The law's designed to encourage thirsty people to refill containers instead of reaching for another bottle of Evian or Aquafina.
"This is the appropriate next step to make it easier for San Franciscans to get out of the bad habit of using environmentally wasteful plastic water bottles and into the good habit of using reusable water containers," said Board of Supervisors President David Chiu, who introduced the legislation in June.
Bottle-filling taps like the ones that would be required if Chiu's measure passes already are found at San Francisco International Airport and at some city parks and schools. Installed behind a drinking fountain's regular faucet, they dispense chilled water in a quick-streaming vertical jet that is high enough to accommodate most water containers.
Advocates say having bottle-specific spigots encourages the reuse of water bottles by eliminating long waits to fill them and removing concerns about germs. Some people squirm at the thought of drinking from a fountain exposed to so many mouths, although city officials say water fountains are no less hygienic than bottle taps.
Skeptics question whether the ordinance is necessary, since the proposed taps pour the same highly-regarded public water that comes out of every other faucet and drinking fountain. Businesses often complain that San Francisco lawmakers are too quick to impose bans or restrictions that affect their bottom lines.
"If you are in an office, your kitchen has a sink, the sink has a faucet and that faucet puts out Hetch Hetchy (reservoir) water," San Francisco Building Owners and Managers Association representative Ken Cleaveland said. "It's just one more new law that San Francisco is implementing on top of hundreds of other laws to make, rather force, compliance in sustainable practices."
Despite initial skepticism, the association is waiting for more details before taking a stance on the law
Adding a bottled-water spigot to existing water fountains would cost at least around $750, according to manufacturers.
For officials at Pennsylvania State University, the cost has been worthwhile. The university is now installing taps on all its campuses after experimenting with them for three years, said Lydia Vandenbergh, an official overseeing the university's effort to reduce use of plastic water bottles. Students were more receptive to filling bottles from special taps than drinking fountains, thought to be dirty.
"In the era of hyper hygiene, for a lot of people, that's a barrier," Vandenbergh said. University officials have estimated the busiest tap replaces the equivalent of 35,000 plastic bottles a month.
Chiu's ordinance calls plastic water bottles "bad for the environment," unnecessarily taking up landfill space and causing greenhouse gas emissions when cheap tap water is available. San Francisco city departments have been barred from buying plastic water bottles since 2007.
Chiu said he considered other aggressive measures to curb the bottle, including a fee and an outright ban. The proposed ordinance is less severe and is meant to raise awareness about drinking tap water as an alternative, he said.
Environmental groups are supportive of efforts to wean San Franciscans from plastic water bottles.
"San Francisco has among the best drinking water in country. It's ridiculous that people would go out and spend their now very limited dollars to buy bottled water," said Mae Wu, an attorney with the National Resources Defense Council.
Chris Hogan, an International Bottled Water Association spokesman, said his industry contributes a small fraction of worldwide energy consumption and greenhouse gas emissions. He welcomed efforts to encourage drinking tap water, but said they don't require demonizing bottled water.
"When you make the argument to discourage people from drinking bottled water, you are removing the healthiest option when it comes to choosing a bottled beverage," Hogan said.
Chiu introduced the ordinance at a board of supervisors meeting on June 26. It is expected to go before the supervisors' Land Use and Economic Development Committee in September and if it passes, on to the full board of supervisors.

A new Hospital for Special Surgery study suggests that the current rehabilitation used for patients undergoing tendon-bone repairs such as rotator cuff repair may be partially to blame for the high rates of failed healing after surgery. Experiments in a rat model of this injury suggest that immobilizing the limb for four to six weeks after surgery, rather than quickly starting physical therapy, improves healing.
"Before we did this study, we thought that delaying motion for a short period of time, seven to ten days, and then starting physical therapy would be the most beneficial to tendon healing. However, from the data in this study, it appears we should be immobilizing our patients for longer periods of time," said Scott Rodeo, M.D., principal investigator of the study and co-chief of the Sports Medicine and Shoulder Service at Hospital for Special Surgery (HSS) in New York City.
Carolyn Hettrich, M.D., MPH, who was an HSS resident when she conducted the study, will present the study July 14 at the annual meeting of the American Orthopaedic Society for Sports Medicine (AOSSM), held in Baltimore.
The rotator cuff is a set of a four small muscles in the shoulder that allow the upper arm to rotate. When a rotator cuff is torn, the tendon part of the muscle tears away from the bone of the upper arm. During a repair surgery, a surgeon reattaches the tendon to the bone and a surgery's success is dependent on how well the interface between the tendon and bone heals. Studies have shown that 20%-40% of patients undergoing rotator cuff surgery have failed healing. These patients have poorer outcomes, including decreased strength and decreased range of motion.
Rehabilitation after rotator cuff surgery usually consists of immobilizing the shoulder in a sling for seven to ten days, physical therapy with passive and assisted motion for six weeks, followed by physical therapy with active motion for six weeks. However, there is little data on the optimum rehabilitation program, and clinicians recognize there is a delicate balance between minimizing movement after surgery to protect the repair and allowing movement to prevent joint stiffness.
To explore the timing of post-operative rehabilitation, investigators at HSS conducted experiments using a rat model of patellar tendon injury and repair. The investigators used a small metal frame to hold the joint in place and then used a specially designed motorized device to precisely apply loads of strain. One group of rats received a low load 50 times per day (analogous to a leg extension with no weight), another group received a moderate load 50 times per day and a third group had their joint immobilized for the entire study period. The animals were studied at 4, 10, 21, and 28 days.
The researchers found that rats that had their joint immobilized had the best healing with significantly less fibrocartilage or scar tissue than rats in the other two groups. Scar tissue is weaker than original tissue, and oftentimes scar tissue forms at the interface between bone and tendon during tendon repair surgery. The rats that were immobilized also had better connective tissue organization, higher load to failure, better bone mineral density, and fewer dead cells in the area that was operated on. During the healing and inflammatory process, there is a regeneration and remodeling of tissues, which sometimes involves cell death that can lead to inflammation.
"Very surprisingly, all of the data supported immobilization. The biomechanics, the histology, everything," said Dr. Hettrich. "The rats that were immobilized and didn't have any load through that period of healing did the best. This study suggests that we might want to consider immobilizing human patients for a little bit longer to let some of the post operative inflammation calm down, because excess inflammation might be having a harmful effect."
The investigators suggest that the best path to recovery for patients undergoing rotator cuff surgery might be to keep individuals in slings for six weeks and then start with passive motion therapy. However, studies are needed in humans to test this hypothesis and make firm clinical recommendations.
Dr. Hettrich is now an assistant professor of orthopedics in sports medicine at the University of Iowa. Dr. Rodeo's laboratory will be presented with the Cabaud award for the study at the annual AOSSM meeting. The award is given to the best basic science/laboratory research paper at the meeting.

During a repair surgery, a surgeon reattaches the tendon to the bone and a surgery's success is dependent on how well the interface between the tendon and bone heals. Studies have shown that 20%-40% of patients undergoing rotator cuff surgery have failed healing. These patients have poorer outcomes, including decreased strength and decreased range of motion.
Rehabilitation after rotator cuff surgery usually consists of immobilizing the shoulder in a sling for seven to ten days, physical therapy with passive and assisted motion for six weeks, followed by physical therapy with active motion for six weeks. However, there is little data on the optimum rehabilitation program, and clinicians recognize there is a delicate balance between minimizing movement after surgery to protect the repair and allowing movement to prevent joint stiffness.
To explore the timing of post-operative rehabilitation, investigators at HSS conducted experiments using a rat model of patellar tendon injury and repair. The investigators used a small metal frame to hold the joint in place and then used a specially designed motorized device to precisely apply loads of strain. One group of rats received a low load 50 times per day (analogous to a leg extension with no weight), another group received a moderate load 50 times per day and a third group had their joint immobilized for the entire study period. The animals were studied at 4, 10, 21, and 28 days.
The researchers found that rats that had their joint immobilized had the best healing with significantly less fibrocartilage or scar tissue than rats in the other two groups. Scar tissue is weaker than original tissue, and oftentimes scar tissue forms at the interface between bone and tendon during tendon repair surgery. The rats that were immobilized also had better connective tissue organization, higher load to failure, better bone mineral density, and fewer dead cells in the area that was operated on. During the healing and inflammatory process, there is a regeneration and remodeling of tissues, which sometimes involves cell death that can lead to inflammation.
"Very surprisingly, all of the data supported immobilization. The biomechanics, the histology, everything," said Dr. Hettrich. "The rats that were immobilized and didn't have any load through that period of healing did the best. This study suggests that we might want to consider immobilizing human patients for a little bit longer to let some of the post operative inflammation calm down, because excess inflammation might be having a harmful effect."
The investigators suggest that the best path to recovery for patients undergoing rotator cuff surgery might be to keep individuals in slings for six weeks and then start with passive motion therapy. However, studies are needed in humans to test this hypothesis and make firm clinical recommendations.
Dr. Hettrich is now an assistant professor of orthopedics in sports medicine at the University of Iowa. Dr. Rodeo's laboratory will be presented with the Cabaud award for the study at the annual AOSSM meeting. The award is given to the best basic science/laboratory research paper at the meeting.

ScienceDaily (July 12, 2012) ? Scientists have long believed that comets and, or a type of very primitive meteorite called carbonaceous chondrites were the sources of early Earth's volatile elements -- which include hydrogen, nitrogen, and carbon -- and possibly organic material, too. Understanding where these volatiles came from is crucial for determining the origins of both water and life on the planet. New research led by Carnegie's Conel Alexander focuses on frozen water that was distributed throughout much of the early Solar System, but probably not in the materials that aggregated to initially form Earth.
The evidence for this ice is now preserved in objects like comets and water-bearing carbonaceous chondrites. The team's findings contradict prevailing theories about the relationship between these two types of bodies and suggest that meteorites, and their parent asteroids, are the most-likely sources of Earth's water. Their work is published July 12 by Science Express.
Looking at the ratio of hydrogen to its heavy isotope deuterium in frozen water (H2O), scientists can get an idea of the relative distance from the Sun at which objects containing the water were formed. Objects that formed farther out should generally have higher deuterium content in their ice than objects that formed closer to the Sun, and objects that formed in the same regions should have similar hydrogen isotopic compositions. Therefore, by comparing the deuterium content of water in carbonaceous chondrites to the deuterium content of comets, it is possible to tell if they formed in similar reaches of the Solar System.
It has been suggested that both comets and carbonaceous chondrites formed beyond the orbit of Jupiter, perhaps even at the edges of our Solar System, and then moved inward, eventually bringing their bounty of volatiles and organic material to Earth. If this were true, then the ice found in comets and the remnants of ice preserved in carbonaceous chondrites in the form of hydrated silicates, such as clays, would have similar isotopic compositions.
Alexander's team included Carnegie's Larry Nitler, Marilyn Fogel, and Roxane Bowden, as well as Kieren Howard from the Natural History Museum in London and Kingsborough Community College of the City University of New York and Christopher Herd of the University of Alberta. They analyzed samples from 85 carbonaceous chondrites, and were able to show that carbonaceous chondrites likely did not form in the same regions of the Solar System as comets because they have much lower deuterium content. If so, this result directly contradicts the two most-prominent models for how the Solar System developed its current architecture.
The team suggests that carbonaceous chondrites formed instead in the asteroid belt that exists between the orbits of Mars and Jupiter. What's more, they propose that most of the volatile elements on Earth arrived from a variety of chondrites, not from comets.
"Our results provide important new constraints for the origin of volatiles in the inner Solar System, including the Earth," Alexander said. "And they have important implications for the current models of the formation and orbital evolution of the planets and smaller objects in our Solar System."

The last time we heard about Next Issue, the all-you-can-read magazine store was launching on Android, with an iOS version said to be coming "soon." Three months later, the startup's made good on its promise: the storefront is now up and running on iOS, with an iPad app going live in the App Store today. If you're not familiar with the way Next Issue works, it's angling to be the Netflix of digital magazines, with a monthly subscription getting you unfettered access to a library of 39 titles. In brief, the fees break down to $10 per month for all the monthly and bi-weekly mags, and $15 if you want all that plus access to tabloids and other weeklies. One last thing: the free app is just the magazine reader; you'll need to download the apps through Next Issue's browser-based store.
Now, if you're wondering what sorts of magazines will be represented in that list of 40-some-odd titles, know that every bigwig in magazine publishing is on board: Conde Nast, Time, Hearst, Meredith and News Corp. That means the The New Yorker is on board, as are Esquire, GQ, Vanity Fair, Sports Illustrated and Popular Mechanics. In an interview, a company rep told us that Next Issue Media plans to double the catalog by year's end, as well as ink deals with additional publishers. The biggest caveat, it seems, is that content providers have the prerogative to make a title available on one platform but not the other, so don't count on the iOS and Android apps offering identical selections. After two years of study, input, discussion and careful consideration, the Episcopal Church had crafted the language of liturgy for uniting same-sex couples. The church has in the meanwhile allowed the blessing of marriage in states where it is legal and the blessing of other forms of unions elsewhere, with or without legal standing, but it has not had formal language across the church.
The new liturgy, The Witnessing and Blessing of a Lifelong Covenant, closely follows the church?s marriage liturgy but does not use the word ?marriage?. (Though, undoubtedly it will be referred to as marriage and will likely adopt that language in the future). Combined with the ability of a bishop to authorize civil pronouncement of marriage in equality states, this subtle distinction will likely be lost on all but the technical minded.
The Episcopal Church is bicameral in it?s legislature, with liturgical rites requiring the approval of both Bishops and Lay bodies. Today the first step was accomplished. (msnbc)
Episcopal bishops approved a resolution to create a liturgy for same-sex unions Monday during the Church?s 77th General Convention in Indianapolis, with 111 votes in favor and 41 opposing.
The proposal was amended to disallow coercion or penalty to any bishop, priest, deacon or lay person who either supports or opposes the change, thus giving some comfort to more conservative Episcopalians (and to more supportive members of conservative dioceses).
This new liturgy give formal Episcopal blessing ? whether in Massachusetts or Alabama ? to same-sex couples with all of the pomp and formality that a stain-glassed, hundred-year-old, wood pewed, Episcopal church can bring. And believe me, that is saying quite a lot. Aunt Thelma can?t help but shed a tear or two.
An excerpt:
In the name of God,
I, N., give myself to you, N.
I will support and care for you:
enduring all things, bearing all things.
I will hold and cherish you:
in times of plenty, in times of want.
I will honor and keep you:
forsaking all others,
as long as we both shall live.
This is my solemn vow.
If rings are to be exchanged, they are brought before the Presider, who prays
using the following words
Let us pray.
Bless, O God, these rings
as enduring signs of the covenant
N. and N. have made with each other,
through Jesus Christ our Lord. Amen.
The two people place the rings on the fingers of one another, first the one, then
the other, saying
N., receive this ring as a symbol of my abiding love.
If the two have previously given and worn rings as a symbol of their commitment,
the rings may be blessed on the hands of the couple, the Presider saying
Let us pray.
By these rings N. and N. have shown to one another and the world
their love and faithfulness.
Bless these rings, Holy God,
that they may now be signs of the covenant
N. and N. have made this day,
through Christ our Lord. Amen.
Pronouncement
The Presider says
Inasmuch as N. and N. have exchanged vows of love and fidelity
in the presence of God and the Church,
I now pronounce that they are bound to one another
in a holy covenant,
as long as they both shall live. Amen.
